We need reliable partners, the 2003 partners were OFSET and FSFE. Maybe they are willing to join again. Possible new partners are Debian for license issues and software development, the Wikipedia foundation, PG (not so strange, they can offer national literature collections and are experienced)... Grassroot organizations are preferred, just as orgs from all over EU (for funding) and World (for the benefit of ALL people).
